Introduction

This Institute was established in 1983 as the National   Technical Teacher Training College under the Department  of Technical Education & Training. In 1994 it was renamed as the "National Institute of Technical Education". 

By the Act No.59 of 1998 an autonomous institute was created as the " National Institute of Technical Education of  Sri Lanka". Initially the aim of this Institute had been the development of curricula and training the Tutorial Staff for the Technical Colleges. But now the Institute is considered as an organization that should play a more vital role in the Technical Education & Vocational Training sector. 

Mission
To provide services of human resources development, curriculum development and instructional resource materials development for the tertiary and vocational education & training sector in Sri Lanka.

OBJECTIVES & MAJOR ACTIVITIES OF THE INSTITUTE

The following are the main objectives / major activities, that are identified for the Institute, and they are now much broader and more productive, targeting the training institutions in the entire Technical Education and Vocational Training sector in Sri Lanka.

  • Conducting Pre-Service and In-Service Technical Teacher Training Programmes for TEVT Trainers / Instructors.
  • Developing Curricula for the Competency Based Training programmes for the Technical Education and Vocational Training sector.
  • Developing Computer-Based & Audio-Visual Learning Aids (Learning Resources) and Instructional Media Materials.
  • Training Managerial Staff, and Non - Academic Staff of the Tertiary & Vocational Education sector.
  • Conducting Degree & Post-graduate training programmes in Technical & Vocational Education for the Academic 
    Staff / Trainers of the Technical Colleges, Industry and in other training organizations.
  • Providing necessary consultancy services on the requests of the State and Non-Governmental Training organizations.
  • Conducting Research on Training Needs of Industry

Objectives

  • To develop and generate discipline, enthusiasm for national sentiments, awareness of socioeconomic problems and their implications.
  • To develop a high sense of dignity and character in youth of Sri Lanka.
  • To provide youth participation in National Development Programmes. To provide interactive training in fields related to youth development. To participate in formulation and implementation of policies in youth development.
  • Establishment of youth organizations and assisting youth organizations which are already established for youth welfare.
  • Encourage activities that foster the development of innate abilities of youth assist disabled youth and infuse in them in them a sense of completion and victory.
  • Find ways and means to minimize economic and mental unrest among Youth Center To identify innate skills and abilities of youth, provide opportunities for development and guidance.
  • To provide guidance for the development of youth, with a national pride and humanitarians culture.

Vocational Training

The National Youth Services Council conducted 30 Training Centers throughout the island. This include 4 National centers and 20 Regional centers. In addition the Youth Center at Maharagama is also in operation. These training centers provide theoretical and practical knowledge related to the technological and vocational fields for the youth who have left school. They conducted about 30 courses of study moulded on modern technology. Some of these courses are residential while others are not. In addition to the professional fields of their choice they are also provided with community training.

Our Mission

Technical Education in Sri Lanka commenced in 1893 with the establishment of an Institution named Ceylon Technical School. Since hen the Technical Education system in the country has gradually developed and today there are 36 Technical Colleges and affiliated Technical Units spread around the country. These Technical Colleges which are under the purview of Department of Technical Education and Training currently conduct a variety of Training programmes amounting to 58 in number which are categorized under Craft & Engineering Studies, Business Studies and General Studies. Among these courses are Full-time training programmes of one year and two year duration ,part-time programmes of up to three years duration and short-term programmes which are less than one year in duration. The above Training programmes cater to training needs of those who intend getting into employment, to those in employment who aspire for career development and those who are entering self- employment. Annual student admission to above programmes are about 13,000 while the enrollment exceed 17,000. Action is being taken to review and revise the curricula of the training programmes and to introduce new employment oriented training programmes to meet newly emerging needs

 VOCATIONAL TRAINING AUTHORITY  OF SRI LANKA

 

Establishment:
The first legal enactment passed in passed in Parliament by the People's Alliance Government of Her Excellency the President, Chandrika Bandaranaike Kumaratunga, was the act to establish the vocational Training Authority of Sri Lanka.

The new Organisation thus came into being by virtue of the Vocational Training Authority of Sri Lanka Act No.12 of 1995 of the Democratic, Socialist Republic of Sri Lanka. The authority was formally declared open on 16th August 199,the day of the 1st anniversary of the PA Government by Honorable Sirimavo Bandaranaike, the Prime Minister.

Mission:
Provision of productive and employable skills training to the unemployed youth and contribute towards the socio-economic development of the country.

Objectives:
The main objective of the Vocational Training Authority of Sri Lanka is to pave the way for youth to acquire skills needed to gain employment, either wage, self or foreign and thus lead a contented life and contribute towards the country's economic development. The programmes implemented to achieve this objective during the past five years are as follows.

  • To provide entry level vocational training to school leavers by setting u Rural Vocational Training Centers.
  • To provide a higher-level vocational training to youth who leave schools having qualified for higher education, but denied entry to universities through National Vocational Training Centers.
  • To provide training for skilled professions through District Vocational Training Centers.
  • To provide demand driven job-oriented training fro the unemployed youth.
  • To provide training that would enable increasing production capacity by utilizing resources available in rural areas.
  • To implement vocation-training courses that would induce youth to new sectors of employment based on social and economic needs.
  • To implement vocational training courses to provide trained manpower for local and foreign employment needs.
  • To implement vocational training courses in collaboration with the private and industrial sectors.
  • To direct the trained youth towage / foreign employment or self-employment.
  • To provide vocational guidance to youth including school children and leavers.

TERTIARY AND VOCATIONAL  EDUCATION      COMMISSION

The Tertiary and Vocational Education Commission was established in 1992 as the apex body in the technical and vocational education and training sector under the provisions of the Tertiary and Vocational Education Act No 20 of 1990. Its primary responsibility is policy formulation, planning, quality assurance, coordination and development of tertiary and vocational education in the country. 

The amendments introduced in December 1999 to the Tertiary and Vocational Education Act No. 20 of 1990, ensures that 10 out of 17 members of the TVEC including its Chairman, represent the Employer Associations and Private Sector entrepreneurs. This provides a forum at the highest level for the private sector to contribute towards developing policies and programmes that would help achieve the vision of the Government of maintaining a demand-driven training system. 

The Chairman and the Director General of the Commission are assisted by a team of Directors, in charge of development functions and a Secretary who oversees the personnel, financial and administration functions

 NAITA has been established under the TVE Act.No 20 of 1990 by widening the mandate of the former National
 Apprenticeship Board with Objects and powers listed below.

  • Specifying standards in relation to vocational training

    certificates, diplomas and degrees in allied subjects and courses.
